Attorney-Advisor, -- (1) GS 13/14 CORE Attorney
This position will report to the Counselor to the Chief Counsel and the Deputy Counselor to the Chief Counsel, Ethics. This is a Cadre On-call Response/Recovery Employee (CORE) position with a two-year temporary appointment in the Excepted Service.
Typical work assignments will include:
• Assist, coordinate, research, prepare, and review ethics advice prepared by FEMA’s Disaster Field Counsel and Regional Counsel. • Train FEMA’s Disaster Field Counsel, Regional Counsel, and other FEMA employees on relevant ethics topics. • Work with the Ethics Division to resolve novel ethical issues or those that may have broader policy implications affecting the disaster work of FEMA employees. • Review and analyze Office of Government Ethics confidential and public financial disclosure forms. • Provide legal advice on ethics matters to FEMA employees, and participate in the development of DHS policies, directives, and procedures concerning office matters. • Perform other duties as assigned.
In assessing candidates, we will consider the following specialized experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-13 level that has given you significant experience as a lawyer: (a) analyzing federal ethics issues, including analyzing the U.S. Office of Government Ethics Rules; (b) analyzing and interpreting federal and state statues, regulations, and policies; (c) addressing extremely complex legal issues pertaining to one or more of the following areas: personnel law; fiscal law; procurement; grants management; administrative law; floodplain management and hazard mitigation; disaster response and recovery; emergency preparedness; and (d) advising high senior officials and interacting with representatives from various sectors of government and the public.
